This study investigates the moderating effect of meter
penetration on the relationship between commercial losses and the financial
performance of electricity distribution companies (DISCOs) in Nigeria. The
Nigerian electricity sector faces significant challenges due to high commercial
losses, including electricity theft, inaccurate billing, and poor revenue
collection mechanisms, which contribute to financial instability. These issues
are exacerbated by low meter penetration, with millions of consumers still
receiving estimated bills, leading to disputes and revenue loss. The study
adopts an ex-post facto research design, focusing on all 11 DISCOs operating in
Nigeria as of 2024, using a census sampling technique for comprehensive data
collection. Both quantitative and qualitative data are gathered, including
secondary data from DISCOs’ annual reports, financial statements, and
regulatory filings from bodies like the Nigerian Electricity Regulatory
Commission (NERC). Data analysis includes descriptive statistics, correlation
analysis, and multiple regression to assess the relationship between commercial
losses, meter penetration, and financial performance, particularly focusing on
the moderating effect of meter penetration. The findings show that commercial losses
significantly affect DISCOs’ financial performance, confirming that addressing
these losses is crucial for improving financial stability. Furthermore, meter
penetration was found to significantly moderate the relationship between
commercial losses and financial performance, suggesting that higher meter
coverage can alleviate the financial burden of these losses. The study
concludes that while increasing meter penetration is essential, it must be
accompanied by effective enforcement and operational reforms to maximize
financial benefits. The results offer important insights for policymakers,
regulators, and industry stakeholders in Nigeria, providing actionable
recommendations for reducing commercial losses and enhancing the financial
sustainability of DISCOs.
